The new contents are fine, but we shouldn't lose the old contents. Could probably fold it into CONTRIBUTING.md.

Hmm, not really keen on adding those devcontainer files. We should opt out of those.
Nothing against devcontainers. It's just not part of our workflows currently. It may be in the future.
