incompatibility between include_ids and combine_xxx

Following this discussion, I noticed that combine_xxx options have priority over include_ids: true option. Is it the expected behaviour ?

On this example below (which I already posted on my previous question), made with combine_polygons_below: 15 and include_ids: true, all the buildings of the tile are merged in a single MultiPolygon element, and only 1 of several hundred ids is included. (I've checked that this id does indeed correspond to a building on this tile).

Since @pnorman wrote several times:

I was really expecting the opposite behaviour, that include_ids: true would have priority over the combine_xxx options, that merging would be prevented, and that the size of the tile would increase dramatically.

I don't think there's any expected behaviour in this case. The two options are incompatible. If someone wanted to make a PR emitting a warning when the two options were used together, I'd happily look at it.
