Migrate edx/frontend-build to openedx/frontend-build

We are upgrading react to v18 under [this epic](https://github.com/edx/edx-arch-experiments/issues/959). As `edx/frontend-build` does not support react 18, we need to shift it to `openedx/frontend-build` like all other MFEs.
