combinatorX is missing the windows executable

Can someone please compile this for Windows for a new release? I have tried and failed with gcc, Mingw, make (choco install) and even Dev-C++. Always one error or another. A lot of of them seem to be trying to compile the Linux binary even though I'm on Windows.
