Modify plot_data.py --section arguments so that : describes the range

We currently have
--section LINE Section coordinates for deformation vectors, LAT:LON,LAT:LON

It should be LAT1,LON1:LAT2:LON2

to be consistent with how we generally use ":" e.g. for --subset and --period ( YYYYMMDD:YYYYMMDD )
